A group of more than 30 environmental groups and others have filed a rulemaking petition aimed at making manure digesters ineligible for grants and loan guarantees under the Rural Energy for America Program (REAP).

A group of more than 30 environmental groups and others have filed a rulemaking petition aimed at making manure digesters ineligible for grants and loan guarantees under the Rural Energy for America Program (REAP).

REAP provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements, according to the U.S. Department of Agriculture (USDA). Agricultural producers may also apply for new energy efficient equipment and new system loans for agricultural production and processing.
