Kelly Moore named permanent APHIS administrator

She has held that role on an interim basis since February 1.

Kelly MooreKelly MooreOfficial portraitThe U.S. Department of Agriculture (USDA) has named Kelly Moore as administrator of the Animal and Plant Health Inspection Service (APHIS), the agency announced, elevating her from the acting role she has held since February 1.

Moore previously served as acting chief operating officer for USDA's Marketing and Regulatory Programs mission area and acting deputy administrator of Marketing and Regulatory Programs Business Services. USDA says she brings extensive operational leadership experience, including prior service in the U.S. Marine Corps.

"Administrator Moore's appointment provides APHIS with strong and steady leadership," said Dudley Hoskins, USDA under secretary for Marketing and Regulatory Programs. "Her commitment to service, accountability, and partnership will help ensure APHIS continues delivering exceptional support to U.S. agriculture."

Moore steps into the role permanently following the retirement of Dr. Michael Watson, who served as APHIS administrator for decades before departing at the end of January.

APHIS oversees a range of animal and plant health programs critical to U.S. agriculture, including response efforts for highly pathogenic avian influenza and preparedness for foreign pests such as the New World screwworm.

Alongside Moore's permanent appointment, USDA announced targeted changes to the agency's Plant Protection and Quarantine program aimed at strengthening national plant health leadership and unifying policy and operational functions. Agency officials said all PPQ programs will continue without interruption and with no reduction in force or movement of staff.
