EPA proposes scaled-back Renewable Fuel Standard for 2014
The U.S. Environmental Protection Agency (EPA) on November 15 proposed its 2014 Renewable Fuel Standard (RFS), which calls for a reduction in the mandated amounts of corn used for ethanol production in the United States. The proposed new standards are a welcome step for the poultry industry, but until the RFS is eliminated, a true solution to problems with high poultry feed costs will not be found, industry groups say.

“Dead Zone” researcher briefs Congress on effects of ethanol policies
Every year,nitrogen used to fertilize corn fields in the Midwest leaches into theMississippi River and out into the Gulf of Mexico. Experts say thefertilizer feeds a giant algae bloom, which eventually dies and settles to theGulf floor, consuming oxygen and suffocating marine life. The area is known asa “dead zone,” and many say the federal government’s ethanol policies are toblame.

While the partial U.S. government shutdown and lapse in federal funding has ended and U.S. Department of Agriculture (USDA) statistical reports will return, selected statistical reports impacted by the lapse in federal funding have been cancelled or postponed. The agency is assessing its data collection plans and evaluating the timing of upcoming reports.

House speaker assures Congresswoman he’ll name farm bill conferees
Rep. Kristi Noem, R-S.D., said U.S. Speaker of the House John Boehner has assured her that he will appoint members to the House-Senate farm bill conference committee before October ends. With Senate farm bill conference committee members already selected, the naming of house committee members will allow formal farm bill negotiations to begin.

Cargill earnings drop 41 percent in fiscal ’14 1st quarter
Cargill reported net earnings of $571 million in the fiscal 2014 first quarter, down 41 percent from last year's record quarter of $975 million. First-quarter revenues of $33.8 billion matched the year-ago period.

Changes to feed, poultry weighing rules go into effect
Changes to the U.S. Department of Agriculture's Grain Inspection, Packers & Stockyards Administration (GIPSA) rules for weighing feed and poultry have taken effect as of September 20. Its impact will be felt strongly by the poultry and swine industries, which had little time to prepare for the changes, Clayton Bailey, partner in the Dallas law firm of Bailey Brauer PPLC, said.

The trade mission launches USDA's Sub-Saharan Africa Trade Initiative, which aims to expand U.S. agricultural commercial ties in the region. The mission will conclude on September 20.
