New product safety requirements focus at annual feed, pet food conference
Feed, feed ingredient and pet food manufacturers will hear the latest on major new product safety requirements likely to be implemented by the Food and Drug Administration (FDA) during the fourth annual Feed and Pet Food Joint Conference, scheduled for September 25-26 in Indianapolis, Ind. More than 300 industry members are expected to attend the event, hosted by the National Grain and Feed Association (NGFA) and the Pet Food Institute (PFI) at the downtown JW Marriott Hotel.

FSMA and animal feed — Strengthening oversight of imported foods
The U.S. Food and Drug Administration has issued two proposed rules under the Food Safety Modernization Act (FSMA) aimed at strengthening assurances that imported food meets the same safety standards as food produced domestically. On July 26, the FDA issued proposed regulations that it says would greatly strengthen the oversight of foods imported for U.S. consumers.

New China regulations provide opportunities for yeast bio-feed products
China's management regulations for feed and feed additives, which aim to strengthen the management for the quality and safety of feed and feed additives in the country, are scheduled to be implemented on May 1, according to reports. The implementation of the new regulations will bring greater market development opportunities to safe, nutritional and healthy feed products, such as yeast source bio-feeds, said Yu Xuefeng, executive director of the China Feed Industry Association and president of Angel Yeast Co.

Release of regulations for Food Safety Modernization Act delayed
The Food and Drug Administration’s release of proposed regulations to implement the cornerstone of the Food Safety Modernization Act has been delayed by the White House Office of Management and Budget, which is still in the review stage. The Food and Drug Administration had hoped to release four separate sets of proposed regulations on January 4, the one-year anniversary of the Food Safety Modernization Act's signing into law.

China releases amended animal feed, feed additive regulations
China's amended Management Regulations on Feed and Feed Additives were released November 15 and will be implemented beginning May 1, 2012. The amendments include a series of bans against behaviors with the potential to cause human harm, such as raising animals with the use of Ministry of Agriculture-banned and other materials.

EU drafts vegetable oil regulation to prevent dioxin contamination
Draft regulation meant to provide increased protection against dioxin contamination has been approved by the European Union member states at the Standing Committee on the Food Chain and Animal Health and has been sent on to the European Parliament and Council, according to reports. The regulation, a response to Germany's December 2010 and January 2011 dioxin crisis that resulted in the shutdown of egg and meat sales from 4,700 farms after contaminated animal feed was found, focuses on four key measures.

Grain, feed group NGFA endorses speculative position limits
The National Grain and Feed Association issued a preliminary statement after the Commodity Futures Trading Commission’s October 18 approval of final regulations implementing speculative position limits for agricultural and other commodities under the Dodd-Frank regulatory reform law. NGFA said: “While the text of the CFTC’s final regulations has not been released yet – and will warrant close examination once it is – the National Grain and Feed Association does conceptually support the Commodity Futures Trading Commission’s action to continue to apply speculative position limits for enumerated agricultural commodities, which include grains and oilseeds.

AFIA urges FDA to maintain separate animal feed, food FSMA rules
In comments to the U.S. Food and Drug Administration on the Food Safety Modernization Act’s preventive controls requirements, the American Feed Industry Association urged FDA to maintain the spirit and specifics of the new law’s separations for human food and animal food regulations. FSMA requires FDA to publish final preventive control rules by July 2012, which AFIA says represents the largest change in regulation of feed, pet food and ingredients in history.

Grain association praises agricultural swap transaction regulations
The National Grain and Feed Association has commended the Commodity Futures Trading Commission for removing constraints that previously existed for certain types of off-exchange agricultural transactions when it voted unanimously to issue final regulations on agricultural swap transactions. Specifically, the NGFA praised the CFTC for not imposing any additional regulatory restrictions on agricultural swaps than would apply to non-agricultural swap products.
